Functions and duties of full members

Full Members have full rights and duties and are all organizations with the following key characteristics:

a)    Their main purpose is to fund health promotion activities;

b)    Their mission is based on specific legislation;

c)     They are a body with a governance structure that includes stakeholder representation;

d)    Their financing is institutionalized and provides for long term budgeting and sustainability for the purpose of health promotion;

e)    Their financing is institutionalized and legally secured in order to provide a long term and recurrent budget for the purpose of health promotion;

f)     They are not aligned with any one political group; and

g)    They promote health by working with and across many sectors and levels of society
